ROLE OVERVIEW

To lead the development, implementation, and monitoring of compliance strategies that ensure the Resource and Waste Management (RWM) department adheres to all regulatory frameworks and organizational standards. This role focuses on fostering a culture of accountability, driving adherence to legal and ethical guidelines, and advancing sustainable operational practices aligned with NEOM’s goals.

 

 

REQUIREMENTS SUMMARY

  • Manage the implementation of the comprehensive compliance frameworks, policies, and standards to support RWM operations.
  • Ensure all operational activities align with local, national, and international regulations governing resource and waste management.
  • Proactively identify compliance risks and implement strategies to mitigate these risks while enhancing operational resilience.
  • Partner with senior leadership to integrate compliance objectives into strategic planning and decision-making.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders.
  • High attention to details to ensure the processes are optimized.
  • Ability to build and sustain strong relationships with internal and external stakeholders.
  • Competence in negotiating with stakeholders to achieve mutually beneficial outcomes.

ROLE COMPETENCIES & ACTIVITIES

The Senior Manager – Compliance and Monitoring’s responsibilities will include, but not be limited to:

 

Strategic Responsibilities

  • Lead proactive risk assessments to identify potential regulatory, environmental, and operational compliance risks.
  • Develop and implement mitigation plans to address identified risks, ensuring business continuity and operational resilience.
  • Develop and continuously refine compliance policies and procedures to address evolving regulatory requirements and emerging risks in waste management and sustainability.
  • Establish and oversee systems for collecting and analyzing compliance and risk data, providing regular reports and recommendations to leadership on compliance performance and risk exposure.
  • Promote a culture of compliance and risk awareness across the RWM division by fostering accountability, transparency, and ethical decision-making at all levels of the organization.
  • Analyze stakeholders’ needs, interests, and influence to prioritize engagement strategies.
  • Serve as a key liaison with regulators, certification bodies, and other external stakeholders, ensuring that the organization maintains strong relationships and upholds its reputation in compliance and risk management.

 

Operational Responsibilities

  • Conduct compliance audits and site inspections across all RWM facilities to ensure adherence to regulatory and organizational standards.
  • Investigate and report incidents of non-compliance, identifying root causes and implementing corrective and preventive measures.
  • Monitor the management, handling, and storage of hazardous and non-hazardous materials to ensure legal and ethical compliance.
  • Ensure all equipment and operations meet established safety, environmental, and legal requirements.
  • Oversee the development and implementation of compliance reporting systems for internal and external stakeholders..

 

Developmental Responsibilities:

  • Deliver training programs to build awareness of compliance requirements and foster a culture of accountability across the organization.
  • Stay abreast of regulatory changes and industry best practices, ensuring NEOM’s RWM division remains at the forefront of compliance.
  • Guide teams through the accreditation process for certifications relevant to resource and waste management operations.

 

       Leadership

  • Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
  • Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
  • Utilize data analytics to drive strategies and decisions.

 

Leadership Responsibilities

  • Lead, mentor, and develop direct reports. Foster a culture of continuous learning and professional growth within the team.
  • Act as a key leader within the RWM division, working collaboratively with other departments to achieve organizational goals. Build strong partnerships across teams to ensure compliance and risk management are integrated into all operations.
  • Establish clear performance metrics for the team and regularly review progress.
  • Provide constructive feedback, recognize achievements, and address performance gaps to maintain high standards of accountability.
  • Encourage creativity and innovation within the team to identify new ways of enhancing compliance and managing risks. Empower team members to propose and implement ideas that improve operational efficiencies and sustainability.
  • Lead the team and other stakeholders through organizational changes, ensuring a smooth transition to updated compliance frameworks, technologies, or regulatory requirements.
  • Take charge during high-pressure situations, such as compliance breaches or regulatory investigations, providing clear guidance and maintaining team focus to resolve issues effectively.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • Minimum of 12 years of experience in Waste Management, Compliance, Environmental Management or a related field.
  • Extensive experience (10+ years) in compliance management, with a focus on resource and waste management operations.
  • In-depth knowledge of regulatory frameworks governing environmental compliance, waste management, and resource sustainability.
  • Strong analytical skills with the ability to interpret complex regulations and develop actionable plans.
  • Excellent communication and leadership skills, with the ability to influence stakeholders and drive organizational changes.
  • Proficiency in compliance monitoring tools and reporting systems
  • Familiarity with circular economy principles and sustainability best practices.
  • Knowledge of quality, health and safety systems in the workplace (preferred, not essential).

Qualifications

  • Bachelor’s degree in Environmental, relevant scientific discipline, or a related field (Master’s degree preferred).
  • Relevant certifications in compliance management or environmental auditing.
