ROLE OVERVIEW
|
The Marine Operations Manager is responsible for providing frontline leadership to the marine operations teams and execute the business strategy delivering financial, safety, commercial and operational objectives for the Port.
Specific remit sees the oversight of the tug and small craft operations at the Port of Neom acting as the focal point for ensuring the preparedness of the fleet in conjunction with the wider Marine Services team.
With an initial focus on implementation, the role will evolve over time to operational excellence and setting the benchmark for best practice in KSA and the wider region.

ROLE COMPETENCIES & ACTIVITIES
The Marine Operations Manager’s responsibilities will include, but not be limited to:
- Focus on operational excellence and continuous improvement in the areas of safety, customer service, regulatory and statutory compliance and is accountable for the strategic and commercial viability of the towage business.
- Contribute to the leadership of the Port of Neom Marine Services team and the realisation of its strategic business and operational plans.
- Deliver safe, sustainable, and competitive towage operations and marine services that are tailored to meet the needs of stakeholders.
- Maintaining strong performance levels in key performance areas including:
- Safety Performance
- Compliance Performance
- Productivity
- Budgeting and Forecasting accuracy
- Value improvement initiatives
- Effective operational management of personnel and fleet in order to:
- Maximize and optimize labour and resource productivity.
- Achieve operational and budget requirements.
- Effectively engage with employees and maximize crew engagement and welfare
- Develop team unity, cohesion and culture consistent with the broader marine services division.
- Ensure effective rostering and management of crew; and
- Work closely with the Fleet Technical Manager to ensure the maintenance, survey and repair of the Marine Services fleet.
- Build effective stakeholder relationships and engagement through.
- Develop a strong understanding of stakeholder management plans.
- Ensure that services delivered are aligned with stakeholder expectations.
- Active participation at stakeholder forums.
- Effective liaison and negotiation with key people in external organizations
- Participate in internal management and segment marketing teams to ensure effective customer relationships
- Support the Director – Marine Services with developing improved commercial outcomes for Towage including.
- input and involvement in developing strategic plans for towage and wider Marine Services
- Develop, implement, review and improve Towage unit systems and processes, including productivity opportunities.
- Maximization of asset lifecycles through effective and proactive management of towage personnel.
- Work closely with the commercial team to identify and capitalize on prospective business opportunities for the Towage unit.
- Provide leadership and contribute to the achievement of Neom’s strategic and operational goals.
- Be an effective member of the Leadership team, including actively contributing to Leadership Team meetings through the development of high-quality information, presentations and recommendations sourced through a data driven mindset in operations
- provide leadership to Marine division in acting capacity, where required

EXPERIENCE & QUALIFICATIONS
Knowledge, Skills and Experience
- Minimum of 7 years’ relevant professional experience
- Well-developed leadership skills with the ability to motivate and manage operational teams in the towage or marine industries.
- Proven self-management skills including the ability to prioritize tasks, manage multiple and complex issues and coordinate work programs.
- Proven relationship and stakeholder management skills including the ability to achieve commercial outcomes in a timely manner.
- Financial literacy and an understanding of P&L and balance sheet implications to marine operations
- Proven change management and safety system implementation skills.
- Experienced at improving efficiency and effectiveness through robust operational systems and direction.
- Highly developed communication, negotiation, and conflict resolution skills.
- Demonstrated ability to analyze complex situations, alternative viewpoints and issues, and make timely, clear decisions and judgements, especially in emergency situations.
- A strategic thinker with a keen eye for detail, who is committed to the Neom vision
- A proactive doer who can manage and deliver multiple concurrent projects is essential.
- Demonstrated experience and success in managing complex marine operations
- Sound computing and analytical skills
- A valid Saudi Driver’s License (or ability to convert current Driver’s License in Saudi Arabia) is a prerequisite for the position
Qualifications
- Bachelor’s degree in a relevant subject
- Management qualifications and/or relevant post graduate qualifications in logistics or similar
- Auditor and/or investigations qualifications
