ROLE OVERVIEW

The Development Manager is responsible for contributing to the day-to-day activities development of a mixed-use portfolio in an assigned neighbourhood in a module in The LINE from concept design through delivery and handover and occupation. Particular emphasis is to be placed on maximizing return on invested capital and operating profitability.

The assets within the neighbourhood will include residential, retail, hospitality and commercial offices along with civic and cultural facilities and open public spaces. The role will require close working with the urban planning designers, Neom Sectors, Core Real Estate teams and financial modelers, to implement the project in accordance with the project vision, the development program and the business case

The Development Manager will work within a design and development team to create and implement strategies and programs to optimize the commercial and financial returns for assets. This will include market assessment information, value creation and capture strategies, delivery phasing plans, and strategies to attract investors.

The Development Manager shall collaborate with the Line Proponent teams and related Neom business sectors and department to create and maintain a culture of development excellence that elevates the quality of built assets maximizes financial performance and delivers the NEOM vision.

REQUIREMENTS SUMMARY

The Role requires the following knowledge, skills and experience: –

  • Good knowledge of concept design, development management strategies and processes, development programs, feasibility modelling and business cases for large mixed-use developments.
  • Understanding of economic and business strategies for property development
  • The ability to utilise rational judgement to problem-solve and make effective decisions in a fast-paced and changing environment.
  • Ability to prioritize multiple demands on time and undertake design and development related tasks in parallel.
  • Ability to build professional relationships and trust, with colleagues and internal and external stakeholders alike, use interpersonal skills to build effective relationships across all levels of the organization.
  • Ability to prepare briefing documents for procurement and manage contracts with consultants and suppliers
  • This position requires total commitment and flexibility to achieve strategic targets that may require working additional hours.
  • Uphold ethical standards in all stakeholder interactions and communications.

ROLE ACTIVITIES & ACOUNTABILITIES

The Role will involve the following activities and accountabilities:

  • Report to the Senior Design Manager and manage and control specific aspects of the development of assets and neighbourhoods on The LINE as directed.
  • Work closely with the Neighbourhood Team and the wider Proponent Team to implement visions, concept strategies, programs and business cases.
  • Assist with the management of day-to-day development team activities.
  • Prepare recommendations for endorsement for all of project proposal before proceeding to master planning phases.
  • Identify and define strategies for delivery of the LINE, to meet the Business Case in coordination with all NEOM Sectors and Departments.
  • Contribute to value engineering cost-effectiveness.
  • Take on specific tasks and responsibilities relating to the delivery of the project.
  • Manage stakeholder relationships at all levels, particularly any joint venture stakeholders.
  • Be an integral part of the team with involvement in contract negotiations, procurement, consultant/contractor appointment and project execution.
  • Ensure all technical procedures meet with approved NEOM corporate operational objectives and Plans of Works.
  • Stay informed about real estate market and industry conditions and apply them to The LINE.

COMPETENCIES

Candidates will have to display the following competencies:

  • Excellent communicator (verbal and written) and a good command of English and ability to prepare a presentations, briefings and reports tailored to the audience’s needs, speak convincingly to groups of stakeholder or project participants  
  • Be proactive and self-starting, collaborative and work well within a team under pressure
  • Ability to manage project meetings and workshops
  • Fully computer literate, proficient in Microsoft Office applications, Microsoft Project, document management software and a good knowledge of EstateMaster, Aconex, Revista and Power BI is desirable
  • Full understanding of empirical project control functions and tools: scheduling, measurement, risk and value assessment and how to apply them to measure project activities and outputs
  • Familiarity with reporting and governance processes, ideally in a government enterprise
  • Ability to work with transparency and accountability in all interactions.
  • Ability to utilize data analytics to draw conclusions and make recommendations and decisions.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 7+ years of experience in the development industry, at least 3 of which is in multi-asset and multi-disciplinary, developments.
  • Experience in very large, high density, high rise mixed-use developments, preferably over $1.0 billion end value or 500,000sqm floor area is preferable

Qualifications

  • Bachelor’s degree in business Admin., Economics, Real Estate, Architecture, Master Planning or Engineering from an accredited university – an MBA or master’s degree in a relevant discipline is desirable.
  • Professional registration and accreditation with Economics, Real Estate, Engineer or Urban Design Institute i.e., MACCE, MIED, CARB, PE, MICE, PMP etc.
