ROLE OVERVIEW

The Development Director is responsible for managing the development of assigned precincts and neighbourhoods and assets in The LINE from completion of the Masterplan through to delivery and handover/occupation and delivering in accordance with the Business Plan .

 This will require managing a team or teams of development managers and coordinating the input of design, commercial, engineering and real-estate specialists as well as close working with Neom Sectors to set create development strategies that meet the Neom commercial objectives to maximise return on invested capital and operating profitability. This will include overseeing feasibility modelling in close coordination with NEOM Finance and all NEOM Sectors and Departments.

The assets within the neighbourhood will include residential, retail, hospitality and commercial offices along with civic and cultural facilities and open public spaces. The role will require working with architects, urban planning designers, Neom Sectors, Core Real Estate teams and financial modelers to implement the project in accordance with the project vision, the development program and the business case.

The Development Director shall manage and oversee the creation of strategies and programs to optimise the commercial and financial returns for all assets, this will include  assessing market demand, leading in value creation, phasing and marketing and investor attraction strategies.

In addition to managing teams on a day-to day basis he Development Director shall also provide leadership that promotes a culture of development excellence that elevates the quality of built assets, maximizes financial performance and delivers the NEOM vision.

REQUIREMENTS SUMMARY

The Role requires the following knowledge, skills and experience:

  • Excellent knowledge of all aspects of the property development process, including planning, product definition, design, technical, construction and commercial and business strategies
  • Deep understanding of how real estate value is accrued, crystalized and realized through the development process
  • Be able to think and act strategically and tactically as required by the changing demands of the project
  • Be skilled in feasibility modelling and preparing business cases for large urban mixed-use developments.
  • The ability to utilise rational judgement and lead problem-solving exercises and make effective decisions in a fast-paced and changing environment.
  • Proven ability to manage and prioritize multiple, design and development related tasks simultaneously.
  • Proven ability to build professional relationships and trust, with colleagues and internal and external stakeholders alike and the use interpersonal skills to build effective relationships across all levels of an organization.
  • Ability to prepare briefing documents, procure, engage and manage contracts for consultants and suppliers
  • This position requires total commitment and flexibility to achieve strategic targets that may require working additional hours.
  • Uphold ethical standards in all stakeholder interactions and communications.

ROLE ACTIVITIES & ACOUNTABILITIES

The Role will involve the following activities and accountabilities:

  • Accountable to the Executive Director of the Module to deliver the Business Case in terms of time, cost and scope while maintaining the Vision for the LINE
  • Work closely with the Executive Director and the wider LINE Proponent team to develop and implement visions, designs, strategies, programs, and phasing plans to deliver on the business case
  • Manage, direct and co-ordinate your precinct and neighbourhood teams in the development of assets and neighbourhoods on The LINE.
  • Be responsible for the preparation of recommendations for endorsement for all of project proposals relating to changes or amendments to the project
  • Be responsible for project and business reporting
  • Ensure all technical procedures meet with approved NEOM corporate operational objectives and Plans of Works and be responsible for preparation and presentation of documents for Stage-Gate and hold-point reviews
  • Manage stakeholder relationships at all levels, particularly any joint venture stakeholders.
  • Be an integral part of the team overseeing, leading and directing and outsourced completion of all aspects of the development process including legal framework, contract negotiations, procurement, consultant/contractor appointment and project execution.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills and Experience

  • 12+ years extensive experience in the development and delivery of large multi-asset and multi-disciplinary developments, at least 5 of which in a Director or Executive role.
  • Excellent communicator (verbal and written) and a good command of English and ability to prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs
  • Be proactive and self-starting, and provide leadership in collaboration within the team, particularly when under pressure
  • Ability to chair and lead project meetings and workshops
  • Fully computer literate, proficient in Microsoft Office applications, Microsoft Project, document management software and a good knowledge of EstateMaster, Aconex, Revista and Power BI is desirable
  • Excellent understanding of empirical project control functions and tools: scheduling, measurement, risk and value assessment and how to apply them to measure project activities and outputs
  • Experienced in good reporting and governance processes ideally in a government enterprise
  • Ability to promote transparency and accountability in all interactions with stakeholders.

  • History of successful leadership of teams 
  • History of presentation and participation in Senior Executive and Board Meetings.
  • Experience in very large, high density, high rise mixed-use developments, preferably over $1.0 billion end value or 500,000sqm floor area.

 

Qualifications

  • Bachelor’s Degree in Business Admin., Economics, Real Estate, Architecture, Master Planning or Engineering from an accredited university – an MBA or Masters Degree in a relevant discipline is desirable.
  • Professional registration and accreditation with Economics, Real Estate, Engineer or Urban Design Institute i.e., MACCE, MIED, CARB, PE, MICE, PMP etc
