ROLE OVERVIEW

The Planning & delivery Senior Specialist plays a crucial role in driving execution and organizational effectiveness at NEOM. This role is responsible for developing, implementing, and continuously improving a robust planning & delivery framework that aligns with NEOM’s strategic objectives. The Planning & delivery Senior Specialist will collaborate with key stakeholders across the organization to ensure proper planning & delivery, monitor performance, identify areas for improvement, and facilitate data-driven decision making and reporting. The Planning & delivery Senior Specialist will be reporting to the Planning & Delivery Manager.

REQUIREMENTS SUMMARY

  • Knowledge of contract management on SAP Ariba

ROLE COMPETENCIES & ACTIVITIES

The Planning & delivery Senior Specialist responsibilities will include, but not be limited to:

Planning & Delivery main activities

  • Maintain consistent and frequent communication with stakeholders to ensure efficient projects implementation.
  • Establish and manage change control processes to address project scope changes effectively.
  • Identify and manage issues and risks within projects while acting as an escalation point within the delivery team.
  • Implement quality control measures to maintain project deliverable quality.
  • Identify and comply with requirements with respect to required documentation for different processes, system updates etc.
  • Evaluate vendor performance and adherence to contractual obligations.
  • Maintain, update and upload all required contract documentation via the standardized templates.
  • Identify any deviations / red flags that indicate project instability, or poor performance
  • Communicate project status to stakeholders & planning and delivery manager.
  • Monitor compliance with contract management plans
  • Understand business requirements to set functional specifications for reporting applications.
  •  Monitoring the budget throughout the year.
  • Support the relevant stakeholders in developing related materials to implement innovative performance and measurement metrics, such as KPIs
  • Monitor and enforce compliance with internal policies, industry regulations, and legal requirements.
  • Flag any contract & project deviations affecting payment process and project progress
  • Update MoMs regularly to keep track of interactions, changes, and alignment with involved stakeholders
  • Support in stakeholder communications and provide guidance on straight-forward contractual matters
  • Knowledge and experience in the use of Power Bi

Stakeholder Engagement and Risk Management

  • Build and maintain strong relationships with key stakeholders involved in the planning and delivery process, including CEO Office, and any other NEOM entities.
  • Proactively flag risks and bottlenecks (including internal improvement opportunities for NEOM), and work with relevant stakeholders to develop and implement resolution strategies for minor project risks.
  • Escalate and forward major project risks, ensuring effective mitigation.
  • Prepare and disseminate regular reports on NEOM’s performance to all key stakeholders (including NEOM leadership and external stakeholders).

       Leadership

  • Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
  • Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
  • Utilize data analytics to drive strategies and decisions.

EXPERIENCE & QUALIFICATIONS

Knowledge, Skills, and Experience

  • Strong understanding of project management frameworks and tools, including waterfall and agile approach.
  • Excellent analytical and data interpretation skills, with the ability to translate data into actionable insights.
  • Proficiency in using project management software and tools (e.g., data visualization, reporting).
  • Proven ability to manage projects and lead cross-functional teams.
  • Effective communication and presentation skills, with the ability to convey complex information clearly and concisely.
  • Ability to identify risks and bottlenecks in strategy execution and develop mitigation strategies.
  • Strong problem-solving and decision-making skills.
  • Excellent interpersonal skills and the ability to build relationships with diverse stakeholders.

Qualifications

  • Bachelor’s degree in Business Administration, Engineering, Finance, or a related field.
  • 3-5 years of relevant work experience in project management.
  • Professional certifications in performance management are a plus (PMP).
